The Cultural Olympiad spanning the four-year period from 2001 to 2004 focuses on the symbolic and communicative significance of its cultural events, rather than simply on their quantity. The programme contains thematic units presented in chronological order. It combines major symbolic events aiming at a global audience, with special programmes for young people and for the promotion of the Greek cultural heritage and contemporary Greek culture. Exhibitions, symposia, artistic events, popular traditional theatre and new technologies combine to produce cross-cultural discussion and interaction, common experiences, shared feelings and reflections.
According to the organizers, the principal aspect of the Cultural Olympiad is the bridging of word (logos), time (chronos) and place (topos) by bringing the most important cultural events to historical, archaeological and timeless places; i.e. places whose location, beauty and atmosphere make them powerful and unique, where contemporary artistic expression can seek to achieve its most refined state.
